Bush to Unveil Plan to Tighten Border Controls

WASHINGTON, May 12 — The White House said Friday that President Bush would open the next phase of the debate over illegal immigration next week with a strong emphasis on border security, including the possible use of more National Guard troops.

Mr. Bush was signaling an effort to reassure conservatives on an issue that has deeply divided his party.

The White House said Mr. Bush would deliver a televised address on Monday evening — his first on domestic policy from the Oval Office — to build public pressure on Congress at a crucial moment. The address will come as the Senate tries again to pass a bill that addresses both demands to stem the inflow of undocumented workers across the border with Mexico and the desire of American employers to have reliable access to a low-wage work force.

Mr. Bush has sought to walk a line between the position taken by Republicans in the House, who oppose any steps to legalize undocumented workers, and the Senate, where many Republicans favor granting some illegal aliens a path to citizenship. But his aides suggested that Mr. Bush had to mollify conservatives first if he was to succeed in winning a compromise.

White House officials said Mr. Bush had always understood the need to protect the border as a former governor of a border state, Texas. But they acknowledged they had perhaps erred in not emphasizing that understanding as they pushed provisions granting illegal immigrants working here legal status, angering Republicans.

"I think members of the House will like what they hear on border security," a senior administration official told reporters during a briefing at the White House. Entry to the briefing was conditioned on anonymity.

I'll give him the benefit of the doubt and wait to hear what he has to say. I hope he's heard the concern of the masses and is responding accordingly.

I think a more accurate suggestion would be that GW needs to take steps to avoid pushing conservatives away from the Republican Pary.

So what does this mean? What about the illegal immigrants that are here now?

I'll tell you one thing, though. At least they are starting to publicly address this issue and starting to offer ideas for a comprimise with the base. It's a start.

Is this like his USSC appointments?

I think he nominated Myers to mollify RINOs, before he was able to say that he had to nominate a legal conservative to save the party.

If so, it's a risky game. How many times can he do it before he alienates the entire GOP at once?

Yes it is a start, but to be fair, there has been a lot of things done to strengthen the border since 9/11, I'm not sure of the number of border agents added since he has been in office, but I would bet that it's triple the number added by his predecessor. UAV's on the border, lots of electronic surveillance equipment added since 2001, and physical structures such as walls and fences built since 2001.

The policy of taking them deep into Mexico when returned is another thing that has been implemented by this administration. I personally feel he has not been given a fair shake on this issue, at least he has tried to address the issue, Clinton simply swept it under the rug along side of every other tough issue while he was in office.

I support his plan for a temporary worker program simply because I see no way to round up those who are hear illegally and deport them. My guess is that it would take 30 years to deport them all. As long as everyone who is in line legally gets to become a citizen before them, I see nothing wrong with making the pay for their crime of coming here illegally and put them at the back of the line, along with speeding up processing those who are in line now.

I think if he comes out with a very tough border control plan, stomaching a temporary worker plan might be easier to sell

As I have come to expect from Bush. A say something do nothing attitude. If he really cared he could in some that is Very legal put some invasion protection on the border. Its not hard to do. I bet that there is more effective security on the Iraq-syria border than our own.

First, we don't need to 'round them up'. If they can't work, or aren't allowed to BE here, I believe they'll go back on their own to their homeland. Second, under Bush, there is a very weak enforcement effort for illegals found inside this country. Sometimes they get arrested, but they are quickly released within the US. Third, it is "here"

Here is my take. If a president can order a guided bomb strike on any target on earth(save the poles) and invade Afghanistan like 28 days after 9/11. Yet he canno- nay... Will not put a single guardian on OUR borders. The border patrol (brave as some are) are not effective if they keep 'missing' tens of thousands(more or less) crossing every night/day.

We live in a post-9-11 world. His border plan being the same since 2000 is simply unacceptable. It's long past time for him to adjust it to the reality our country faces today.

I'll agree with you when you convince me that they "can't" find work "here"... way too many landscaping, roofing, tree removal, construction and other types of cash businesses hire them under the table, so there is no way to track them when they're being paid under the table. I own a small business (Auto Body Shop) and I refuse to hire illegals, but I can guarantee you that I have 10 a month walk into my office looking for a job, I ask them for an ID and a drivers license and they leave or say they will work for cash, I show them the door. But a shop around the corner from me, hires them on a day to day basis and probably makes more of a profit than me, but I don't care.

My shop is just outside of Washington DC (Kensington, MD) and the local 7/11 must have 100 Mexican young men hanging out there every morning looking for work, God only knows how many of them are illegal, but I have never seen any local officials ever asking them for papers, so I don't cast all the blame on the Federal Government, I blame local officials more, because once they have slipped by the border, they are home free, because 99% of the local authorities do absolutely nothing to enforce the law
