Hmmm....well yes it would appear the Hon member was late for a vote or the whole session.

Well at least he "identified" himself as a congressman and didn't take a swing at any of the officers.

Does his license plate read STAGGER? He should have a placard that says Drunk Driver on board.

Yes, late for a vote in the session that had adjourned three hours earlier. I guess he was technically correct in saying that he was late for a vote.
