Even among Republicans, approval has tumbled and is currently measured at 66%. For most of his first term, Bush earned Approval Ratings in the high 80s from Republicans.

This is the key. The President is destroying his base with his immigration stance and by going off on us being addicted to oil (shades of Carter). He needs to rally the base before we pay the price by losing seats in the midterm elections.

Bingo. Bush hasn't played to his base in some time, and it's going to cost him dearly if he doesn't realize that soon. If enough 'Pubs stay home this November, he ends up with Speaker Pelosi, and possible impeachment. He'll have no one to blame but himself if that happens.

"Doing work that Americans won't do" is another ghost of Jimmy Carter. Remember Carter's malaise speech in which is blamed the mood of the American people for national situation? Pres Bush is doing something very similar. He is effectively saying that Americans are lazy and deserve to be supplanted by the illegal workers which the Pres himself is encouraging to come over through promises of amnesty.
