Heavy water is the key to one type of reactor in which plutonium can be bred from natural uranium. As such, the production of heavy water has always been monitored, and the material is export controlled. In addition, a source of deuterium is essential for the production of tritium and 6LiD, two ingredients of thermonuclear weapons. A nation seeking large quantities of heavy water probably wishes to use the material to moderate a reactor, and may be planning to produce plutonium. However, CANDU (CANadian Deuterium Uranium) reactors designed and built in Canada are used for commercial electric power production.

If I recall the best natural source of deuterium is in Europe somewhere. It was Nazi Germany that controlled this source in WWII.

The production of weapons requires such great quantities of heavy water that it would be impractical, correct?

they don't seem to be putting their oil revenue into public infrastructure, and have been working on this for many years. isolation from european heavy water didn't stop pakistan

Assuming the raw materials necessary for production of weapons are only available in certain parts of the world, who is supplying them?

unfortunately the raw materials are distrubuted throughout the world. it's the technical expertise that's required to make WMDs. south africa was supplying quite a bit to the ME for a while, n korea sells to the highest bidder, khan from pakistan did the same, russian expertise in all likelyhood was bought... etc,etc...
