PS - Diplomacy failed before it even had a chance to work because neither side was negotiating in "good faith".
The Iranians had no desire to stop enriching anything or building the facilities in the first place, and the European Three (France, England, Germany) never had any intention of backing up the negotiations with the only thing the Iranians would understand: the threat of force.
So, diplomacy was only a ritual dance, albeit one that went on for three years. But that's what European diplomats do: waste time and effort for little practical gain, and cloud the issue until everyone forgets what it's all abotu anyway.
