I love the suggestion to privatize the DMV. In general, I think the government should stick to making and enforcing the rules, and let business do what it does best, run efficient, customer-friendly operations. And, no, selling licenses to illegals is not what I mean by customer friendly. I mean short lines.
Well, this IS Bridgeport after all. The Dum-a-crat mayor can be seen at the local Bluefish games drunk off his a$$ on a regular basis... the cops have a special detail to pick up his carcass and haul him back home in unmarked cars....

less corruption prone. The state of NM has privatized
DMV and suspect lots of dodgy licenses get sold there
as well.

ICE can't even be bothered to round them up at all the protests, what makes you think they'll go to all the trouble of IDing and tracking these down?
If I were in the state assembly...I'd start a new law...corrupt DMV clerk? For every license they "give" away...mandatory 12 months in jail. Nothing less...no parole, etc. If you think about the power that a DMV clerk has...and they are barely paid $20k per year...you gotta have a major threat to work against the threat out there.
I had to go back to Alabama two years ago and get a new license...and had to deal with the DMV clerk there. These are typically people who barely passed through high school. It took her 20 minutes to type out my information, which I could have done for her in 3 minutes. She hadn't ever taken a typing class. And the woman had worked there for over five years. I looked across the room...and they were all the same way. County government pays next to nothing...and you really see why its so bad.
