The Norwegians were selling it to scientists all over the world for experiments; it was used as neutron source, in medical experiments, etc.
They weren't trying to build a bomb or anything.
I thought the heavy water was a by-product for an ammonia plant... seems to ring a bell from Randy Rhodes' "The Making of the Atom Bomb", but I could be incorrect.
