Dubya and his set believe that sustained conventional war is effectively obsoleted due to Kissinger's doctrine of mutually assured destruction. Bush is a hardcore adherent to this ideology. Your statement would be logically inconsistent with the Bush Admin's foreign policy and military spending programs.
