You are close to the mark, except it isn't the elites doing the hiring, it is the friends and relatives of the new arrivals hiring them. They hire the "brown faces" as you put it because that is whom they trust, and whom they can communicate with effectively. Those folks would not hire anyone if they could not hire their friends and relatives. Just try and get a job with your friendly neighborhood lawn service. This is why it is a canard to claim that immigrants are taking jobs from Americans jobs that Americans don't want. The fact is that only those with an inside track will get hired. Sound familiar? Been to a corporate recruiting night lately? Would you hire just anyone who showed up at your door? I doubt it.
