Uhhhh.....is this is all about landowners who "knew" or "should have known" about tunnels....this is a slippery slope; there are landowners who "know" that illegals are crossing on their land, but their hands are tied to do anything about it....now they're talking about "forfeiture of proerty to the government"????
So far I haven't heard anything of substance towards fixing the problem from this session.
