From what I understand by listening to Bill Bennett's show today is that if Spector doesn't get any bill passed out of the JC that Frist will introduce his own bill in the Senate.

Specter says he is determined to get a bill out even if they have to work past midnight to have it ready for the senate in the morning

Specter also mentioned there aren't enough senators there to vote .. but that the discussion can still start early

Frist already DID introduce his bill. It's on the Legislatinve calendar, and there is a cloture motion for taking it (Frist's bill) up for consideration.
