The Rats are going to do everything they can to block any immigration bill so Republican's can't claim a bill people want even though it may not be 100% of how they want it. The Rats are so predictable that it's almost a guarantee they commit political suicide.

Kyl/Cornyn is far and away a better bill than McCain/Kennedy is.

I don't think Bush wants them to go back first, he wants them to pay a fine first ... and that's why it's not amnesty to him.

Basically.

I read an article a few weeks ago that described the proceedings on the immigration bill being disorganized and contentious to the point of comedy.

Specter seems to have the process in good order today - but it's going to be a challenge to get a bill to tumble out in time to short-circuit Frist's "whip the Judiciary Committee" bill.

Will whatever bill makes it out of the Senate still have to go through the House?

The politicians are just carryhing on another charade. Neither party wishes to address the problem, which is a loser politically. The Dems want more minority voters, especially among the largest and fastest growing minority in the country. One in every three Dem voters is either black or hispanic now. The Dems will demagogue the vote by pulling the race and the "nation of immigrants" cards. They will paint the GOP as racist and lacking compassion.

The GOP is split. The business community, including some large political donors, want the continuing flow of cheap labor. Some GOP pols with large hispanic populations are also concerned about the political consequences, especially as we head into the mid-terms.

Nothing substantive will come from all of this. It will be all window-dressing. They will throw some money at it for more border patrol guards, equipment, etc and easing restrictions on moving between Mexico and the US. Most illegals won't participate in a guest worker program. Any hint of amenesty or something like it will increase the flow.

"largest and fastest growing minority in the country"

Largely due to massive illegal immigration, however.

Kyl's amendment fails.

Does Kyl/Cornyn have a temporary worker program?

Yes but their bill would require the ILLEGAL to go back to their country first and then apply.

Yep. And then, assuming there are differing House and Senate bills (a certainty with this matter), those differences get worked out in conference, and the resulting compromise is voted on by the respective bodies.

Of course, but that doesn't change the result or the impact of how and why it is growing. They are also having children who are then US citizens and act as "anchors" to legalize their status. 16,000 children were born in Fairfax County Virginia last year to illegal immigrants. They are all American citizens. I can't imaging what the numbers must be in places like LA and Phoenix.
