I don't think a comparison of Jews killed in antisemitic attacks in France and Israel would show that Israel is the safer place...

As for the aliyah, of course they have this opportunity. In the end, most of them will probably choose to stay, some of them will choose to emigrate, and some of those who emigrate will come back.
