Public property: That which is purchased and maintained by tax dollars for the benefit of all people.
Private property: That which is not purchased or maintained by tax dollars and is for the benefit of the property owner.

I belong to The Italian American Club. You have to come on to the property and use your key card to buzz yourself in. There is only one way for the city to enforce a ban of this kind. WARRANTLESS SEARCHES!

This can only enhance the camaraderie at "private" clubs.
