I seem to recall that when I was 14, "I was so horny that the crack of day wasn't safe!" Yes, 14 year old boys tend to be full of hormones, and will do amazingly stupid things for the attention of girls in general: Which is why it's so important that 14 year olds SHOULD NOT BE HAVING SEX in the first place! They don't have the emotional maturity to think over the consequences of having sex, or doing the things that they think will get them sex.
At 14, I would have jumped at the chance to have sex with her. Heck, at 44, I'd still jump at the chance... Well, maybe, she's awfuly cute... But that's not the point.
The whole point isn't what the boy should have done. It's that she should never have put the boy in that situation. That's where the problem is. You've got an adult in a position of authority who's taking advantage of a young boy, plain and simple. I honestly think that it would be different if the boy were 18, 17, and maybe even 16, as far as the possible damage that she might have inflicted on the boy. But 14 is way wrong. Even at 18, she should lose her teaching certificate, but there shouldn't be criminal charges. But for having sex with a 14 year old boy, yes.
