California State Bond Package Is In Limbo

Gov. Arnold Schwarzenegger and state lawmakers Saturday attempted to pick up the pieces of a historic bond package for new schools, roads and levees and restart negotiations after a bitter defeat of the plan at the hands of Senate Republicans early Saturday morning.

While time may again be running out -- the official deadline was Friday for placing bonds before voters June 6 -- lawmakers agreed that Schwarzenegger's plan isn't dead yet, even for June. After meeting with him Saturday, Assembly Republicans and Democrats agreed to keep negotiating today.

The Senate voted 24-12 along party lines -- three votes short of the required two-thirds majority. No Republicans voted for it.

Republicans also said they could not vote for the package because Democrats had stuffed it with projects like billions for park maintenance, equipment purchases, and even $100 million for youth soccer fields.

One thing I would like to point out is this:

The Dems outnumber the Republicans in the CA Senate by 2 to 1. Conservatives and Republicans need to work on changing this balance. THIS is the real problem in CA.

Governors have to work with the Legislature, which is overwhelmingly Democrat.

What happened to no new taxes?
There shall be collected each year and in the same manner
and at the same time as other state revenue is collected, in
addition to the ordinary revenues of the state, a sum in an amount
required to pay the principal of, and interest on, the bonds each
year. It is the duty of all officers charged by law with any duty in
regard to the collection of the revenue to do and perform each and
every act that is necessary to collect that additional sum.

This bond package has provisions for raising taxes and is nothing but an environmental land grab.

This bill has everything, including the kitchen sink in it.

This is not the final bill.

The Dems did indeed put everything on their wish list into this bill.

That's all the more reason to NOT allow a Dem governor to get elected.

According to news reports, this is the bill that Arnold negotiated with the dems over the past several weeks and has been strongarming Republican legislators to sign. Why hasn't he rejected the new taxes?

weird, it gave a FR URL. I copied the URL straight from the web site. I've had that happen before. You can always tell since it is a FR generated error page. You can just copy and paste though.

I back paged and looked at what I posted and I had everything correct on that link. It changed to a FR URL on its own. It's not the first time it has happened. It's faulty FR programming.

You're not looking to Republicans to limit government spending, waste and insane borrowing are you?

Evidence indicates Republicans don't believe in doing any of that - or even faking it anymore that they will.

My bet is that they would invoke "emergency powers" or somesuch to "temporarily" set aside Prop 13 before they'd voluntarily declare bankruptcy. I've been hooted down every time I propose it though.

We have the votes to sustain vetoes. If the Governor were to veto spending bills we could make lots of progress towards smaller government. Of course the unpleasant truth is no one wants smaller government in California. Its a fact of life as certain as the weather. You always know its going to be beautiful and I don't see any prospects of conservatives gaining a majority here for the forseeable future.
