The charge is that Bush was told that the levees were failing in real time, and did nothing, and then claimed four days later he was not told. Whether the charge is true or not I don't know, but Bush was disengagment city on Katrina, and has poll numbers have not recovered from that, and the issue is still cited by voters in the polls.
