Yes, and as I stated - I am not a fan of pit bulls and have the scars to prove it but I have known just as many non aggressive pit bulls as aggressive ones.
Two weeks ago at the dog park a yellow lab attacked another dog and the owner thought it was just because the dog was not mature. It was an alpha dog and dog aggressive. All breeds have an alpha and omega and can be dog aggressive. I also have a black lab and she is the sweetest dog there ever was and was bullied by this other lab. The lady finally left after a few dog owners asked her to.
The problem is that the type of people who own aggressive dogs tend to be gang members - lower income, minorities or people who do not value dogs as loved pets and keep them chained or strictly outside and are not socialized. These type of people are not going to obey these new laws they are trying to pass.

Any breed of dog can be aggressive, to the point of attack. The problem is not the dog, but the owner. Certain breeds require more discipline (rules, boundaries, and limitations, as Cesar says) but the norm is also for these breeds to be very intelligent and responsive to the proper attitude. AmStafs, German Shepherds, Dobermans, and Rotties are all wonderful dogs, but not for everybody.
You don't have to be a minority to be stupid, or to be a stupid dog owner. The world is full of them.

You are right-anyone who gets a dog and just tosses it out in the yard to be ignored shouldn't have a pet-if the animal isn't good enough to share someone's home and life, they don't need to own a pet.

A yellow lab attacked my pug-pitbull mix & my other pitbull just sat there & watched. Granted...the pug mix deserved it...he is a puppy & was being very annoying. He got a rude awakening that day when he realized that not all dogs will play fight with him like his adopted mommy. Luckily, he only had one tooth mark on his neck that broke the skin. He is learning his place.
