Preschool reform measure won't close learning gap for poor



Like every would-be savior in the annals of school reform, Reiner promises miraculous results from his plan to spend $23 billion in the coming decade for preschool.

Just over 64 percent of California's half-million 4-year-olds already attend a preschool center...

Reiner's ``universal'' program would boost the enrollment rate only to 70 percent...

...by just 6 percent, or 32,000 4-year-olds statewide, at a cost of $2.3 billion a year.

We are learning empirically that gains experienced by poor children who attend preschool fade by third grade unless youngsters enter quality elementary schools

Reiner naively promises to fix one thin slice of a wider school system...

...much of the $2.3 billion... would simply go for cash rebates to affluent families...

...Like so many OTHER Liberal self-proclaimed 'visionaries', Rob Meathead Reiner has a 'BIG PLAN' (Big Surprise)...for how to spend YOUR money.

Meathead's LATEST 'solution'... 'Universal' Preschool, is predicted by those who know, to raise California's preschool enrollment - from the current 64% of children - to a paltry 70% - and Reiner 'ONLY' wants another TWENTY-THREE BILLION of California taxpayers' DOLLARS to work this 'amazing Meathead magic'.

But WAIT! It gets better! ...NOW it develops that Reiner's Commission has been using TAXPAYER FUNDS to help qualify this (Prop 82) madness for the ballot - reportedly around 23 MILLION DOLLARS worth - tax money that otherwise might have been spent on, can you BELIEVE it? ...The CHILDREN!!!

Tax and Spend Reiner has now 'taken a leave of absence' from the Commission, presumably to AVOID some of the POLITICAL FIRESTORM which is now raging over the mis-spent taxpayer funds. Republicans want him FIRED!   (See recent San Jose Mercury article

...But REMEMBER...all this is 'For the Children' ...Yeah RIGHT!

Not only does research show that the benefits of these "programs" fade away by the time a child hits 3rd grade, research also shows that the afterschool (AKA babysitting services) programs liberal love so much don't work either.

Oooh, moron Meathead is not going to like being pooh-poohed by a "prof" from Berkeley. But if you notice the prof, although correct in the notion that Reiner's "plan" will fail, assigns the typical leftist reason;

Meathead's proposals always result in taxpayer dollars going into Meathead's pocket. His tobbacco tax sends 20% of the take directly to Hollywood. This latest scam will result in huge cash rebates to Meathead and other celebrities.

The more of this that meats the light of day, the better.

That 64 improvement to 70% is key. Almost no improvement would be realized, but we'd still spend $23 billion on it. That's what passes for rational on the left.

Folks who pay for pre-school today would be reimbursed under this plan.

Nah, I'll be voting no on this sucker.

Murray and Herrnstein, The Bell Curve", 1994. Parental IQ correlates both with family socioeconomic status and with IQ [i.e. the ability to learn and to benefit from it] of the children.
"Correlates" is a statistical term, applicable only to the average outcomes for large populations. Hence the unavoidability of "the gap" - they could just as well try to prevent the change of seasons or abolish the law of gravity. Individual outcomes are not predictable, thus individual exceptions and outliers will abound.

The educators found that churches and private kindergardens are existing out of their control. The cradle to no job era must be firmly monitored by union educators who draw salaries for watching the process.

I thought Bredeson was more conservative than that, even as a Rat. Then the Pubbies control the legislature there, too, right?
