A fine for selling something too cheaply? Can't allow competition - it ain't fair to the (well connected?) businesses too stupid to adapt to the market.
What else is the directly being made artificially more expensive there by the government? Indirectly it is everything...

It's not just there, it's everywhere...milk, tomatoes, oranges, electricity, medical care, the list is practically endless.
