Gov. Perry has it within his power to activate the Texas State Guard and send them to the border. He could send the Rangers. He could raise more hell with Washington over the Federal Government not doing their job.
But he won't. Only the powerless care. The powerful benefit.

My understanding is that there is legislation that prevents the Rangers from dealing with border/immigration problems as a result of some historical abuse of their power.
