Have the regualtions gotten worse over the recent years ?
Is Full health care Insurance required to be provided to any part time empolyee after 10 hours per week ?

I don't know about this. But one acquaintance found that the law stipulated that he had to continue to pay either unemployment or health insurance (can remember which) for an employee he had fired. That reinforced our view that we would stay away from hiring.
