Yes. This sentence was meant (deliberately) to alarm Democrats and the media.
He said a federal grand jury should be empaneled to determine "who is leaking this information."
That means that anyone in government who has broken the law, violated their security clearance agreements, and undermined US national security should be held accountable.
President Bush was clear from the beginning about this, and the CIA Director chose his words very carefully.
This is good news.

GReat news! Any rogue agent or former agent operative who's getting his pound of flesh and jollies by leaking this stuff in a time of war should be hung by his favorite body part .... in the public square. And the media worm with whom he shared it as well.

And we should stop calling it "leaks." This was illegal disclosure of TOP SECRET information. Whoever is found guilty of this should do extensive prison time.
