[San Francisco] City slips in ranking of 'meanest cities' for homeless

Homeless coalition cites the jailing of pushy panhandlers.

San Francisco is improving social services for street people, but it is nonetheless the nation's 11th "meanest city to homeless people" because it continues to jail aggressive panhandlers and is using police as street outreach counselors, a list released Wednesday indicated.

The ranking was included in an annual report by the National Coalition for the Homeless and listed the 20 "meanest cities" in America, based on the way each city deals with the civil rights of homeless people.

Sarasota, Fla., was named No. 1 because the city passed an ordinance banning sleeping outdoors, despite two earlier, similar laws being overturned by court rulings.

The coalition did not issue a report last year, but its 2004 report had San Francisco at No. 8, a drop from No. 2 in 2003. Other California cities on the list were Santa Monica, No. 9, and Los Angeles, No. 18.

The homeless do not have any more civil rights than anybody else; all citizens have equal rights. If ANYBODY breaks an aggressive panhandling law, the should be slapped in jail. It is my civil right to walk down a street free from being accosted by obnoxious beggars who dont understand the word "NO" !

So that's why it's always such a treat to visit Sarasota.....

Breaking News Alert! In a study commissioned by social workers, the panel found that it was essential to hire more social workers.

I was about to say the same thing! My parents were there a few years ago for a conferrence my father was attending, and they described how parks were overloaded with homeless sleeping on park benches, to the point you couldn't go into parks, and agressive panhandling like you wouldn't believe! One time, a homeless man came up to them as they were walking back to their hotel after dinner, and demanded (not asked, demanded) change, being quite agressive to the point of being physically threatening. At that point my father responded by grabbing him by the scruff of his neck and shoving him away.

If that's being "mean" to the homeless, if literal self defense is "cruel" then sheesh, what has this country come to?

Well, gee whiz, in Merry Olde England, the homeless would get 20 lashes and then put in a workhouse....

You can't get near a bus vestibule in San Fran.. not only will it be filled pretty much to capacity with some homeless persons stuff... The smell of urine is so much you won't want to be anywhere near them.

Mean to the homeless, please.... they openly market to get them to move there best I can tell.
