Every year the Saudis promise to add "crowd control" to ensure safety but it doesn't seem to help.
When was the last time a Catholic was killed in a stampede at St. Peter's Square during a Christian festival?
When was the last time a Jew was killed in a stampede (not terrorist-induced) in the Western Wall Plaza?

One of the first obligations of the Hajj journey is the ritualistic circling of the Kaaba. At any time during Hajj, tens of thousands of pilgrims, sometimes more, throng the mosques courtyard and circle the Kaaba in a counterclockwise direction. Each pilgrim must circle it seven times barefooted. Most try to get as close as possible.
Just getting in and out of the mass of people is a challenge, Wehbe said. Groups of pilgrims frequently lock arms and force their way into the crowd, and on each turn around the Kaaba, they edge closer to its walls.
The spinning crowd never stops.
