The Bush administration's surveillance policy has failed to make a dent in the war against al Qaeda.

Yeah, I know what you mean. I can't step outside the house without a VBIED going off.

U.S. law enforcement sources said that more than four years of surveillance by the National Security Agency has failed to capture any high-level al Qaeda operative in the United States.

Since when do high level Al Qaida guys move to the country they're going to attack? For that matter, since when do they take part in attacks? It's the mid to low level guys we're after, because they're the ones that actually engage in terrorist acts. The high level guys are hiding out in caves, not in Brooklyn.

They said al Qaeda insurgents have long stopped using the phones and even computers to relay messages. Instead, they employ couriers.

So, we can communicate at will, whereas our enemies have to coordinate complicated attacks the same way that cavemen would? On foot?

Anyone else noting a theme here? If we're not winning, would anyone like to trade with Al Qaida? They can have our modern telecommunications, email, and indoor pluming, and we'll move into a cavern in the Himalayas and start writing letters by candlelight. Then we'll be winning!!

Wasn't it bin Laden himself who bragged that most of the September 11 hijackers didn't even know their mission? They were simply told to report. Besides, taking away any aspect of their communications is a victory and nobody in their right mind would advocate giving them back that "territory."
