Ratner became a staple of antiwar, anti-Bush events. More importantly, he filed a series of high-profile nuisance suits against the Bush administration, one of which attempted to have Secretary of Defense Donald Rumsfeld arrested and tried for “war crimes” by German courts.

Ratner did this through a German law passed in 2002 letting war crimes charges against anyone, anywhere, be brought in German courts even if the cases had no relevant connection to Germany. As it happens, 2002 is the date the US allegedly began eavesdropping on Merkel according to Snowden/Wikileaks.
