Why bother to lace a enemy stockpile of RPG rockets when it is simpler to remove & destroy all the rockets in the ammo cache. Also unless you are planning to switch all the rockets in the ammo cache for your surprise packages you will in fact be leaving very real fully working AT ordnance lying around for the bad guys to use.

It would be most effective to sell them to the terrorists, through supposed arms traffickers. They then get disbursed about and the best part is that when they get used they would have at least a 1 to 1 kill ratio.
It could conceivably be some time before they determined the problem (did Akmed just get hit by a U.S. grenade or rocket???) Once the problem was well known, you could then nurse it by spreading false information about the amount of bad ammo, types, and how to identify the bad ones. Getting them to throw away a lot of good onese.
Lacing rifle ammunition with rounds which would fuse in the chamber and disable the weapon would require selling good rounds as well, but if you assume that the bad guys aren't troubled by a lack of rifle ammunition, then you aren't really hurting yourself.
