I'm not sure how correct the author of the article is about Islam running rampant in many South American countries, but shortly after 9/11, I remember there being several articles discussing terrorist money laundering operations around the Paraguay/Brazil/Argentina border.
While Suriname may be listed as 25% Muslim, I believe it has a large number of immigrants from the Indian subcontinent who likely make up a sizeable percentage of that Muslim population. I also believe they have been in Suriname for awhile, so the Muslim population in Suriname is not a recent phenomenon.
i don't think the author says islam is running rampant, at least in my humblest of opinions. i think he says that there is a movement worth looking at.
