It is appropriate to refer this to the ethics committee for review. That is what they are there for, to review possible ethics issues to either clear the target, or find them in violation.
Certainly the information in the LA times is enough to warrent a look-see by the ethics committee.

It can't hurt to bring the Dems up for as many investigations as possible, even if they are ill-founded.
After three score of them or so we can turn around like the Teddy the Drowner did and say, "the sheer number of these allegations has tarnished them forever."
