I do believe that something has gone wrong with his "mind" in general. He seems to be in some kind of fog when he speaks.
He speaks MUCH more slowly than usual and says the "stupidest things" at times....Like laughing and saying that "Berger was a lousy thief" but a good man.

I don't think it is any accident BC is taking the dialogue in this direction given that Stephen Hayes is working on a story on the Iraqi Defense Ministry documents secured during the taking of Baghdad. Reportedly there is much that documents Saddam / Al Qaeda connections as well as a plan do hide WMDs prior to US invasion.
