This is exactly the same scenario as the FBI ending the surveillance of the 1993 WTC bombers. They noted them cooking up bombs in a garage and decided they were harmless.
The FBI agent who called off the surveillance was pushed out of the FBI and he was then hired by Christie Whitman to be the Superintendent of Police.
His name was Dunbar.
