NSA lives to crack codes. The computers just have to recognize a voice pattern and then they dump the conversation stream into the puzzle palace's sea of super computers to chew on their code and compare it with others. It isn't exactly real-time, but the bad guys better not get too comfortable, as they will be receiving visitors shortly.

...and depending on the method of delivery, there might not be any noise at all, other than birds tweeting followed by a boom heard by the living.
