As I understand this, troops should maybe be rotated from the swimming pool to hunting and killing patrols and back again, thereby utilizing all the personnel while giving hard working soldiers the necessary and beneficial R & R.?

Tooth to tail has been a friction point in military operations since the Romans.

The problem is when you go in more high tech, that requires a more robust maintenance and support infrastructure, both in facilities and people.

When (as we do) you rely on air supremacy as an operational condition, you add another big layer on the command and control side.

Back when I was in the gun club, we thought that if you sent 50 percent of the field grade officers home and replaced them with E-3s we'd have a better force.
