Sgt. Devin Mitchell, his wife Hisano and their daughter Selina take advantage of the Exceptional Family Member Program, a program that helps accommodate service members who have dependants with special needs, such as mental or physical ailments. The program helped place the Mitchell’s near Balboa Naval Medical Center in San Diego, where Hisano can receive the care she needs due to the after effects of cancer treatment. Photo by: Sgt.
