Yes, it is, if he has any say in it. His above-linked speech is a beadwork of rambles. Scanning it reminds me why I was so sick of the "public discourse" (part of Gore's whine, above) during clinton's years: the top-drawer dems don't make much sense.
Then there's this precious little bit of gorewisdom:
