IRVINE, Calif. (AP) - Illegal immigration emerged as a critical issue in the race to fill the nation's only vacant House seat, as an anti-immigration activist siphoned off enough votes from the GOP-backed favorite to force a runoff election.
State Sen. John Campbell finished with 46 percent of the vote in Tuesday's special election in Southern California's heavily Republican Orange County, but failed to gain the majority needed to avoid a runoff.
He will face the top vote-getters from four other parties in the Dec. 6 election. Second-place finisher Marilyn Brewer, a moderate Republican who drew 17 percent of the vote, was eliminated from the race.
Campbell is still likely to win the seat relinquished by former Rep. Christopher Cox, a conservative Republican who left after 16 years in office to become chief of the Securities and Exchange Commission. The combined vote Tuesday of his runoff opponents was less than 25 percent.
However, one of Campbell's most vocal critics remained in the race. American Independent Party candidate Jim Gilchrist, who repeatedly attacked Campbell's anti-immigration pedigree during the campaign, finished third in the 17-candidate field with 14 percent of the vote.
Gilchrist is co-founder of the Minuteman Project that has organized volunteer patrols along the Mexican border to stop illegal immigrants. Some voters said they couldn't decide until the last minute between Campbell and Gilchrist.
Democrat Steve Young finished fourth with 9 percent.
In other races around the country Tuesday:
- In Albuquerque, N.M., Mayor Martin Chavez became the first incumbent ever re-elected in city history, while an effort to increase the minimum wage to $7.50 an hour from the current $5.15 narrowly failed.
- In Cleveland, first-term Mayor Jane Campbell and City Council President Frank Jackson advanced to the Nov. 8 mayoral election after beating a field of five fellow Democrats and a Republican in a nonpartisan primary.
Jackson, who topped Campbell by more than 4,000 votes, has support from the city's business community and has complained the city isn't safe. The city's first female mayor was hurt by a tough economy that contributed to police, fire and teacher layoffs.
Because the election fell on Rosh Hashana, the Jewish New Year, Orange County officials had organized five days of early balloting at nine locations, including four synagogues. Turnout on Election Day in the race was about 20 percent.

So does this mean there is a runoff between Campbell and Gilchrist? What exactly is the scenario?
That means that the Republicans are free to vote their consceinces on the immigration issue alone.
Mr President: about 1/4 of the voting republicans in this election ditched the senior candidate in favour of a newbie who's strong on border control. With respect, when are you going to act on illegal immigration?
Looks like John McCain endorsing for this pro-abortion candidate didn't have the effect he had hoped.

Taxes
Last year, the Cost of Government Day was July 7th. That was the day when the average American had earned enough gross income to pay off his or her share of government spending. Combine this with the fact that the average American had to work the first 101 days of the year for the governments tax bill, and it becomes clear that our taxes are simply too high.
Specific reforms in America's tax policy are needed immediately, and some of the reforms I will advocate in Congress include:
Make the tax cuts passed by Congress and signed into law by President Bush permanent to foster long term economic growth.
Simplify the tax code so more Americans can fully understand the taxes they pay.
The Alternative Minimum Tax now applies to more than 1 in 5 California taxpayers. We should either eliminate it or completely reform it so that it only impacts extreme situations.
Government Spending
The growth of the federal government (even when the costs of the War on Terror are taken into account) is a tremendous problem that threatens our economy. The current fiscal year deficit is approximately $364 Billion, and that is simply too high. The problem is not that our taxes are too low, it is that those spending our tax dollars do not have the discipline to say No to pet projects, big programs, and other wasteful projects.
A sampling of reforms that could be adopted to bring federal spending down include:
Limit the growth of government agency spending to the growth of population and inflation unless a super-majority of Congress determines the United States is in an emergency situation.
Eliminate government waste and streamline a procurement process that encourages over-stocking of government-owned materials.
Thoroughly evaluate the usefulness of certain government programs and departments to determine if significant cost savings can be accomplished.
Job Creation
America is in the midst of a soft economic recovery, and we must enact meaningful economic policies to provide a sense of security that will result in a prolonged expansion of jobs. Some of the specific reforms our nation needs to adopt in order to ensure a long term economic expansion include:
Make it more difficult for predatory trial lawyers to file frivolous and punitive lawsuits against small businesses.
Reduce the capital gains tax to promote investment in new and expanding businesses.
Call for a comprehensive review of federal regulations in order to make sure they are both needed and relevant.
