No, we don't have a vaccine, bt there is a treatment. We don't stockpile that either. I think it might me manufactured abroad.

We do have a vaccine. But they haven't stockpiled it yet of course.If I am not mistaken, you cannot stockpile this type of vaccine because it is produced to combat a specific strain of influenza, and influenza is constantly mutating. The vaccines that are produced each year are designed to target the anticipated type of influenza in circulation that year. The same vaccine may be useless the following year.

They would be the only ones in a position to enforce needed quarantines. If he is mentioning this now, it is possible.Obviously he knows more about it than we do, and it looks like somethings got him spooked. That gets me spooked.

Some time ago, I read the book linked below.
It's quite sobering, and IIRC they describe the vaccine development process in the book.

The only problem is that drunk drivers, stubbing your toe, and food poisoning aren't contagious. After WW I, between 25-50 million people died of the 'flu,' which is contagious. It seems to me that some precautions should be taken to avoid an epidemic...
