Rear Adm. James Kelly assumed command of the U.S. Naval Forces in Japan today, replacing Rear Adm. Frederic Ruehe. The change of command ceremony was held aboard the USS Kitty Hawk aircraft carrier at the Japanese port of Yokosuka, just south of Tokyo, where the U.S. 7th Fleet is based.

Kelly becomes the second-most senior officer for the U.S. Navy in Japan following the 7th Fleet commander, Vice Adm. Jonathan Greenert. The 7th Fleet is the largest in the Navy, and is the only fleet that has its home port outside of the United States.

Well, thank Heaven it wasn't a Lt. Commander or Commander assuming command.

Uh, who the heck WOULD assume command, eh? No news is no news, basis the headline.

I was Kelly's guest on the USS Kitty Hawk (at sea) a few months ago, when he was the Strike Group commander. A fine man, an inspiring leader, and just a great all-around guy. He'll do very well in his new command.

Where is the 6th fleet home ported these days? Didn't it used to be in Naples?

Yes, a fine man who treats his troops like children. Ask anyone in 7th Fleet about the "white card policy" if you'd like to see a look of disgust.

Giving grown men a curfew because of the actions of the few is a leadership failure.

Sorry, but I disagree completely. The Liberty Card program is a success and has been an important component of maintaining good relations with local governments in Japan that host our bases.

Sounds like you are--

A) familiar with the situation, and

B) never had a white card.

Punishing people in advance because they "might" screw up is ridiculous. The word is spreading throughout the fleet that Japan is the place to avoid; pretty soon, you won't be able to force people to take orders there.

But that's neither here nor there; I'm done with the Navy now, and glad for it.
