Note: Most construction work for industrial lists 120 mph as the wind "specification". As for "refineries without power", these must either be ones without Cogen plants(make their own electricity) and/or without the ability to re-start without outside power. IF they had CoGen plants and can re-start one unit then the rest use the electricity from that unit to start the rest. If they rely only on grid power, good luck.

Here in the greater Aiken, SC area gas had gotten down to $2.499 before Rita. Yesterday, across the Savannah River in Augusta, GA, $2.799, in greater Aiken, $2.739.
