It doesn't actually reveal any competency at all. It just reveals that the mayor of Galveston isn't so stupid as to NOT rol the buses and catch the same crap as Nagin.

I agree.
However,I wonder if Galveston and Houston would have let the buses sit idle if Katrina had not happened. I would hope not.
IMO, there was way to much political turmoil in NO that hasn't happened in Texas.
Experience is a great teacher and hindsight is always 20-20.
Enough cliches for one day.

...even if I wasnt a democrat... Supposition, contrary to fact. You are a Democrat. Therefore it requires the conditional tense and should read even if I weren't a Democrat. Note the use of the apostrophe in weren't and the capital letter on Democrat. Pays to be a teacher. I even get to be obnoxious.
