They should have named the storm "Hurricane Ray" instead of Rita.
I heard he already bought a house in Dallas. Some reporter should ask him if true. If it is he should resign.

Ray is lucky that he can use "Rita" as the excuse since he shouldn't have asked the residents to return IN THE FIRST PLACE!. Rita is not the reason for the 'change in mind'.

Not likely ,they have sitting for days up to their roofs in stew of sea water/rain water/sewerage for over a week. The entire fleet is a total loss trying to get all that crud out of the engine,fuel system,transmission would be a Herculean task even in good times in the immediate aftermath of a disaster forget about it.

This "stinking pit", refines your gasoline, ships your grain,imports your steel, catches your seafood and makes the chemicals needed by other industries. It is one of the biggest ports in the country, and most of the oil production in the Gulf is off the coast or in the mouth of the river. Maybe you would like to give all those things up and park your SUV in the garage.
As for higher ground, there isn't any.
