The stock market has barely budged despite Katrina. A lot of the devastated areas were sub-par and needed to be cleaned up anyway. Imagine the shock when we recover from a major hit like Katrina AND recover from 911, AND support a war in Iraq, and we keep on trucking like nothing hit us.

That's actually "WOULD HAVE BEEN". With the experience of New Orleans behind us, any major city that see this kind of disruption in the future will see a military presence ASAP for the forseeable future. And citizens will have ammo stockpiled next time around.
So, a NO chaos isn't going to be easily repeatable.
