This link gives a pretty decent account of the April 18, 1997 flood which destroyed two major cities in North Dakota and Minnesota. Yes, they are about 1/8th the size of New Orleans. But the residents behaved in an orderly fashion and largely put their cities back together for $2 billion.

As some one who lives just north of Grand Forks I can tell you that it was a trying time. Neighbor aided neighbor and most things went like clock work. Take a look at what they went through. Amazing A look into the 1997 Red River Flood at Grand Forks, ND

My family went through the GF flood.

It is a good example to look back on of dignity through tragedy.

BTW, what does your reference to the first link mean?
