Why don't they just open up the south bound lane to north bound traffic since nobody is heading south and worry about the bottleneck further up north?

I live up in Seattle where the worst thing we have to worry about is an earthquake every 500 years or so.

Every time I watch these videos they loop over and over on Fox showing cars sitting still heading North, and no carts heading South, I wonder, why isn't anyone heading North in the Southbound lanes?!!? I know I would, in a heart beat, without hesitation, and then worry about the puny ticket later.
