Mexico's bureau of statistics explains that it's because Mexico doesn't pay unemployment benefits and because of worker migration." It don't get much plainer than that!

The problem here is basically Americans pay taxes, but Mexicans and illegals don't. Mexico is ruled by thugs and the U.S. is ruled by laws.
