I think we should have gotten a clue that there was something wrong with our intelligence agencies when we lobbed a cruise missile into the Chinese Consulate in Belgrade. It probably could have been located on a tourist map.
The unintended consequence of that errant missile is that it was nearly the anniversary of the Tiananmen Square massacre. This missile attack diverted attention away from the Chinese leaders and focused on evil America.
That was on purpose.
