Was Sandy Berger trying to plant evidence in the archives to show that Bush was told about what Clinton really knew about al Qaeda?

Interesting theory.
Don't they catalog everything that goes in? It would hard to keep the index up-to-date. ...Unless the Clintons thought to stash a loyalist or two in that spot before they left town with our furniture.
