México. Pemex, the Mexican oil monopoly, is studying an alliance with Anglo-Dutch Shell to develop a crude oil deposit in the Gulf of Mexico, near the maritime boundary with the US, according to newspaper El Universal de México.
The newspaper cites sources close to the project and Secretary of Energy Fernando Elizondo, who acknowledged that Shell is interested and that "there have already been contacts".
"But we have to adjust our activities absolutely to the legal framework", he emphasized.
"We have to resolve this matter quickly because there is a risk that someone could beat us" to the development of the field, he added.
Pemex would not comment on the matter, while the Department of Energy said that the Secretary's statements had been made several days ago.
The Mexican company already has an alliance with Shell at the Deer Park refinery in Houston (US) to process crude oil and return it to Mexico as gasoline.
But over the last decade this project has suffered lossess in excess of 100 million dollars.
According to the newspaper, Mexico and the US share an oil deposit in the Gulf of Mexico which officially doesn't belong to anyone and whose development depends on the boundaries established by the governments.
Sources said to Efe that there are prospective resources that cannot yet be catalogued as reserves in deep waters of the Gulf of Mexico, along the border between the US and Mexico. Various international companies have done exploratory work, Shell among them, and as these are large geological formations, it is "probable" that they may "share" certain deep water deposits.
The Mexican constitution establishes a series of restrictions to private investment in the energy sector within the country and specifies Pemex as administrator of energy resources on Mexican soil, but it is not clear concerning business outside the country.

Pemex always seems to take over all assets in "partnerships"
with foreign companies, as an example Halliburton had a unit in Mexico in partnership with Pemex. The Mexicans took over the unit after it was established. Watch out Shell.
Look offshore from Tampa! About a mile, mile and a half out! There is more oil under that point that the US could ever use! Oil independence is RIGHT THERE!! But, the environmentalists and good ole boys in Pensecola would rather see Arabs take over the US before allowing access to the giants pools that exist right there!!!
Or, maybe, just maybe they're wanting to exhaust the Arab oil supply so that the Arabs will return to the 7th century lifestyle they find so comfortable?
No oil money, no jihad. No jihad, no bombs going off all over the place....just a thought.
I know that there is at least some oil off the gulf and probably off the Atlantic coast of Florida ... but "more oil than the US could ever use!"

Ya know, I've been thinking about that assertion, and maybe it's wishfull thinking on my part, but what if the stratergery is to suck the Arabs dry of oil while keeping our known, but untapped reserves in well, reserve?
Does anyone really think that the eviromental laws couldn't be overturned if need be? Personally, I'd rather see us suck those mooslums dry and send em back to piss'n in the sand, than to use up what's closer to home and have to rely on the middle east later.
Six of one, half dozen of the other, I suppose.
In any case, all the oil in the world isn't gonna do us a damn bit a good, or lower gas prices, if we're maxed out on refining capability.
Lets work on that so we don't have to import gasoline!!
