Gov. Arnold Schwarzenegger has failed to report that American Media Inc. -- publisher of the National Enquirer and top body-building magazines - - gave $250,000 this year to one of his pet charities in a move critics charge may be a violation of state ethics law.
The hefty donation to the nonprofit California Governor's Council on Physical Fitness came to light Friday after American Media filed new documents with the Securities and Exchange Commission describing the end of its business relationship with the governor.

But no record of the donation is on file with the Fair Political Practices Commission, a spokesman said Friday.
Critics charge that the failure to file may violate section 82015 of the California government code, which requires elected officials to file reports detailing any donation over $5,000 made at their behest or solicited by an agent on their behalf. Those reports must be filed within 30 days of the donation, the law says.

The law was designed to prevent officeholders from using their political clout to force people to make contributions to outside groups. It also stops politicians from secretly funneling donors' money to groups controlled by a friend or relative.
"You can't stop somebody from saying 'Give to this charity,' but you can make sure people know who a politician is collecting money for,'' Levin said.
A spokeswoman for the governor insisted that Schwarzenegger did not have to report the company's contributions to the state agency because "the governor did not solicit the contributions.'' Margita Thompson, the governor's press secretary, then referred all questions about the matter to American Media.
Stuart Zakim, spokesman for the publishing giant, did not return phone calls.

Me thinks the Democrats who control the state believe the Governor is vulnerable. Only time will tell.
The interesting thing about this report that The National Inquirer paid for 'silence' is that the NI usually researches their stories very carefully. They may have paid the gal 20k for her exclusive story and her friend 1k for her version but may have found diddly when they followed up. So no story.
Of course, the slime machine spins it that the NI was protecting Arnold. And of course because they later signed a deal with him to front these muscle mags, well linkage don't ya know.
